Well of course. After all the important thing here is not there is widespread abuse by police, but that someone somewhere might overstate the case, which as you point out, is probably the real cause of the widespread police abuse.
What does it matter if cameras are sold to police as a way to “get them off the hook?” Cameras *should* get police out of trouble where they were acting responsibly.
Yes, ignoring serious problems, particularly regarding abuse by the powerful over the powerless, is the traditional way to eliminate them. This tried and true practice proved itself in the pre-Civil rights era, where police could be counted on to treat people fairly regardless of race, creed or social status.
