When I was a kid, also in PA, My step dad was working on an old 1949 pick up truck in the yard. The city said is was a harbinger for rats without plates but not with plates. 

I love the people that have no contact info on the sign, usually at the end of some long rural driveway. Like I want to just walk up to some house in the country and knock on the door. That gets people shot these days.

They do not razor knife your CV boots while your car is in their shop for something else and they claim if you do not replace your entire shafts your tire will fly off and kill you on your way home.
