Yes there is a huge difference between football/basketball and the rest of sports. If everything was a club then the problem would mostly go way. There could be an expansion/creation of minor league football and basketball programs. Sports needs out of college. 

Sports should be removed from colleges, as in other countries. student athletes have bad graduation rates and are exploited for their labor in those big money programs. I have taught D1 football and basketball payers at a big ten school and their tutors did a LOT of their work (that was years ago though).
