A jockey can make an objection or the stewards can call for an inquiry even if the jockeys don’t claim foul. We had a horse clobber a field of geese that decided it was a good time to cross the track at Colonial Downs. The stewards put up the inquiry sign just make sure no rule was broken.

Doesn’t matter if the horse makes the foul or the jockey.  They are considered a unit in the eyes of the law (and horse racing rules are actual state laws, not some rules made by the league).
