The idea is that solids fill tummies longer so baby will sleep longer instead of waking for milk - especially breast milk as it is designed to be easily and fully digested.

The vinegar in prepared mustard may be soothing plus turmeric (also often in prepared mustard, I believe) is an antiinflammatory.

I can tell you those ingredients are in many, many creams at various prices. Thos has several parabens, too, and the firsr one is high on the list, which means a fair amount of it! Not much in there to justify tgthee price, there just isn't. Pfft.
