As I'm a masochist, who's been playing many rpgs dead-is-dead for a few years, there's still some value in talking my way out of quests and into better rewards, but yeah, those circumstances are still few and far between enough to ignore.

Agreed - it just seems the system has diminishing rewards for raising any stat (except maybe the two you mention) past 7-8.

There are also implants (cost caps) and quest related perks that
permanently change your starting stats, so unless you're going for a
specific perk, its beneficial to not max out any one starting stat as
that may waste those benefits later on.
