If you have not yet done so, you should read the full white paper for the Democracy Index (2019). There is so much hand waving in it that it’s hard to really take it seriously. Citizen ‘satisfaction’ plays into the score... as does partisanship. I’m fine with partisan government... it slows down the damage each party…

Same here.  I used to live in a house where I didn’t really spend much time on the lawn (other than mowing).  But I was able to understand that some people really (and I mean REALLY) pamper their lawns.  I was always the one to say “stay on the sidewalk!”
