Yeah, but did MEPA tell them about the microhabitat that shouldn't have fake sand thrown on it? I mean, how is anyone who isn't a biologist supposed to know that fake sand is even dangerous? It wasn't even synthetic - it was made from simple rocks. I mean, that's not intuitive at all.
