A starter set is a so-so pre-made adventure, with a thin rule-booklet, a set of dice, character sheets that coats like 30-40 euros. It is meant to be exactly what it says. Someone becomes the DM and a group plays a short adventure and learns the game. Absolutely fine for what it is.
