I don’t think the question is at all why Germain believed it, if he even did, he’s a journalist, he’s reporting on stuff, which includes stuff like Cameron claiming he can get the movies out at X rate.

counterpoint: Lucas made the prequels, The Holiday Special, and the remastered re-releases. I guess his tenure of 5 good pieces of media vs the remainder of what he oversaw means the Lucasfilm years were also a wash right?

The only reason people are leaving disappointed is because they’ve ascribed this genius quality to Star Wars that was never there. The franchise has always been hokey and badly-to-OK written. The movies are fun, but it’s not Shakespeare and I’m not sure when or why we all started thinking that they were.

What in the long history of James Cameron in general and "Avatar" in the specific made you believe that releasing one of those every other year was an attainable goal?

honestly good. say what you will about Marvel but everyone can agree the movies havent been very good lately. a lot of it can be chalked up these predertimed releases being held to so rigidly, also personal superhero fatigue.
