lifting the weight from the floor to lockout constitutes a full rep, and in powerlifting competition, is the finish position. Dropping the weight is normal after a 1RM. In training, one would generally not as the negative is just additional work and most people are doing 3-5 reps on heavy deadlifts anyway so why drop
