Weird, even my 10 year old laptops don't take 5 minutes to boot. But since you mentioned panasonic toughbooks, let us see how long they take to boot:

1. Highway. Which cops barely EVER do. I would venture to say 95% if not mroe of their driving is done around town. Which means 16mpg around town. Which turns into maybe 13mpg after all the extra weight/gear of a cop car. Which turns into 10mpg when you have people driving them that don't ever pay for fuel.
