The 3rd gen used a mechanical system and some weird rear differential looking steering rack; it improved the slalom time in road and track a bit, and made low speed cornering substantially better. I used to own a 4ws 3rd Gen Prelude Si (1989, barbados yellow). The handling was absolutely amazing. That said, an EF Hatch would give it a run for it's money in the twisties.

Even if it's a 100% stock civic, it will MOP UP 90% of the cars out there. With a cheap set of $400 coilovers it will be almost unstoppable.
