As a follow up to an earlier point, it would be legal to give a 30% discount to those who use snapshot and then increase everyone's rates by 15% thus making approximately a 15% penalty for those who opt out and a 15% discount for those who opt in.

It doesn't take much to change this from a "30% discount" for those who opt in to a rate hike for those who do not.

For 35k I'd buy it in a heartbeat. There are 500 other cars that would have to disappear off the face of the earth before I got around to being willing to pay 250k for this car.
