In NJ the inspections are done at state facilities by state employees for free. Takes about 20 minutes every two years, and new cars have a 5 year exemption. Works great.

So far that hasn’t happened here in California. All of the inspection stations are required to submit their paperwork real time to the state’s records. There are regulations in place limiting the fees. This has been happening for decades without an issue
