Well, if you're talking about Quality, no. The bitrate is nowhere near 70-80Mbps which is what I'd assume you'd need for "really sharp" video at that resolution, but it works for the majority of people — considering around 50% (a 100% bs value) of North America have a subpar internet connection.

YouTube can actually handle up to 4K video. "Original" is any video that's higher than 1920x1020. As far as I know its been more than a year now.
