Sidewalk update! It was apparently the walkway between two row houses. So the city contracted with a company to have one fixed. The contractor ripped up the wrong one! It might be. It’s the * button, brings up the sounds settings in the left menu. It doesn’t work for every show or film, mostly newer releases, which seem to be the ones that have the huge level issues to begin with. 

Even watching at home, the levels are bad - especially for action heavy films. My Roku remote has a “leveling” sound option that makes it possible to watch stuff without having to keep adjusting the volume.
