Should be the opposite. 30 in a 20 is going 50% over the limit and is likelier to kill /main someone not protected by 4000 lbs of steel/aluminum.

You sure they don’t have their own priority lights? In many more advanced places, some intersections have streetcar lights that give buses priority before a light turns green.
I’d likely say 40-50 years later. In the 1920s, 1930s cars were still for rich people. Even in the 40s there were at first rare (WWII) and still nascent. The 1950s is when mass adoption came.
The bicycle lobby is a big reason roads got paved in the first place.
