You are actually describing close to the C6 ZO6. Juegter has stated the combustion chamber size beyond the 7.0 cannot burn fuel quickly enough at higher rpms to meet emission specs. So for now the LS-LT- Hemi n/a motors are capped at or near 500 hp. Which is not competitive at this level.
