Most of those cameras are reworked Pentax or similar designs. The way of the motherland back in that time was to send people to other countries to bring back technology for the governement to backward engineer. The same thing happens in China and North Vietnam to this day.

Leaks are as big a part of the machine as the pressure from within that makes them. It may be wrong for a person to decide to let confidential information leak, but when you look at anything from far enough away, its just part of how it all works.
