What's funny is that I recently played the GBA remake of Pokemon Red and that truck is still there. There's no Mew, but you can find a "Lava Cookie" (some item from Ruby/Sapphire) if you use an Itemfinder on the ground in the surrounding area.

Pokemon Blue and Pokemon Red are basically the same game, but different "versions". The gimmick is that not every Pokemon can be caught in a single version of the game. In order to finish your Pokedex, you're encouraged to trade with players who have the other version.
