The cables strung between the poles act as a sort of damped spring by themselves. You wouldn’t want to take the rigid elements out of that system, or you’ll get either an undamped ‘whipping’ motion, or the catch fence *actually* catching a car like a net, which would increase forces on the driver exponentially.
