Why help Cortana become a better tool if Google Now is already more developed? To take Cortana by the hand would be to take a step backwards to get to where Google Now already is.

Yes. Chrome comes with that pre-packaged. Chrome -> Settings -> Advanced -> Check “Enable OK Google...” I don’t know if it does EVERYTHING that Google Now does, but it does a lot.
