This is not a glitch, though. This is supposed to happen when Geralt is not around, and they could only see it by using a mod that lets you move the camera away from Geralt. Please read before posting next time.

If you read the article at all, which clearly you didn’t, this is what happens when you’re not looking at the NPC’s normally. They used a mod to break the camera off Geralt and fly around, so the game seems to load characters based on proximity to Geralt.

This is actually a series staple dating back to Witcher 1
