i think for PC you need to mention about the video cards with an H264 encoder built into them which allows for recording with a performance hit that is barely noticeable (less than 5% if that). shadowplay does that but for AMD you need to do some workarounds

i meant if it was an originally 30 fps video and you want to set it as 60fps then you need to show each frame twice (if you want it to keep it at the same duration obviously)

actually now that i think about it i think its just youtubes fault. they limit the bitrate to a very low number but if you upload it 60fps they obviously have to set it higher. so even if your video is 30fps it will have higher bit rate and thus, look better :p

i never got the appeal of "loot" unless it meant they were extremely different items that would change my gameplay radically, but in that case id rather have them as skills anyways. if the gameplay & balance are fine then everything else i feel is secondary
