I had an 87 Mustang GT do this to me. It wasn’t electrical though the foam pad on the horn button had deteriorated so much that one day it couldn’t support the weight of the button and just started blaring. It was pretty funny driving to get it fixed because the gforce of stopping was enough to trigger the horn.
