Mine was to the point that I could not send Party requests - went in and cleared all Notifications (Download History, Uploads, etc - took a LONG time to clear it all) and afterwards I’ve noticed a substantial improvement. I can open the Store and send Party invites again!! Worth a shot for anyone else out there…
