Yeah, the most unrealistic thing about Section 31 nowadays is the fact that they are actually a secret & not some overt NSA/CIA/Black Ops department that everyone is aware of… but they only know enough to be afraid.
Yeah, DS9 was great at examining the concept of a utopian human society, & the work that is needed to maintain that society. The episodes Homefront & Paradise Lost are probably the most obvious examples of this examination.

Yeah, it's rather subtle, & nobody ever points a finger at it, but you're totally right. Kira was the attempted assassin mentioned in that episode. I love little details like that in this series.
