I got my licence right around when NJ instituted the '6 points of ID' system to ramp up security after 9/11. They have gotten better at explaining the how the system works in recent years, but initially it was impossible to figure out what all you needed and what did not count.

Yeah, My 240z is similar. The upper part is narrow to clear the spare tire, so the first 2/3 or so of the tank fly by, and the last 1/3 lasts forever.

That has to do with the shape of the gas tank. You most likely have one that is large near the top of the tank with a smaller lower section. The gauge typically reads only the level or 'height' of the gas in the tank, not taking into account the varying fuel quantity per unit height.
