Officially its not.. Lego.wikia is not an official site. And they say the “use” modified TECHNIC pieces (as some other themes use as well.) It is not, in any way, OFICIALLY Technic sets... please, correct me with the text TECHNIC on a Bionicle box, or a link to a LEGO (official) stating it...

Ill love to see anything other than an “action figure” made from these... These are just doll toys with interchangeable parts... And a fine business scheme to grab some bucks.

I think you are not familiar with “real” technic set, which have much more flexibility (and real “technical” functionality)

Well, “Completely unusable” is a big exaggeration. I can say in Spanish “Reproducir Vuelveme a querer” and it works flawlessly (you know, many songs are not in English too). I have even tried “Reproducir Smooth Criminal” an yes, it recognises it. “Reproducir musica de Queen” works too...
