Maybe in the west coast the spread of the virus is not as big as in Georgia (Rick’s zone) so there could be a lot of civilization for a while, even while the east coast is almost totally infected as in the TWD. So they could go from city to city for a few seasons... And see that city fall apart...

As in most fantasy and scy-fy shows and films, you should use suspension of disbelief in the premise, and them keep going to enjoy it.
The winter was addressed in the original TWD (i think it was just before arriving to the prision) and the comics. Zombies just freeze and take a break from munching people until warm weather unfreezes them again in spring...
