No, officers are trained to shoot for center of mass for all targets. Some officers are closeted racists and feel they should shoot POC if they feel “threatened.”
Unfortunately being trained in gun use does not mean they will not be jumpy. Think of how many people get nervous driving certain vehicles or on certain roads, even in inclement weather.
