Well in some states there are “move over” law where if there is an emergency vehicle on the side of the road, drivers are required to move one lane over. With the pepper spray, he did manage to force some riders to the middle lanes. As for if that is proper way of handling it, probably not.

I believe they are there to hold most of the glass together upon impact. Instead of having shatter glasses everywhere, you'll have them in clumps for easy clean up and reduced debris on the track. That's how I see them, but I could be wrong.
