Teams must qualify on the exact same tire and aero set up per the previous race. IE- however Mercedes set up the car for Singapore, is exactly the set up for Sochi. Same used tires, aero etc. only exceptions would be a tire failure that needs to replaced and they can only replace that tire with the same compound.
