I suspect it has to do with overall enforcement. Property laws can be complex and it's possible that if you don't do a good job of enforcing your ownership of intellectual properties like characters and stories then you may lose them.

Plus used to be a lot better. SOME shows have entire seasons and series but a lot (even on Plus) only have a sliding slate of x number episodes.

Plus was also the only way to use Hulu on mobile devices (until recently)
