I think you have missed the point. Even though Riot do a lot of testing on the PBE before releasing there is no way to know how it can be played at the Live servers. One reason is that the PBE is only for USA and that means that EU, Asia and Australia can't test it well. EU and Asia especially are the most important

Not really. Urgot is "bad" because there are bunches of characters that do what he does better, because his ult is potentially powerful but tricky/dangerous to use, and because he's relentlessly ugly.

He has mana problems early game, survivability problems mid game and does nothing against skilled opponents late game, unfortunately.

Right, that's the issue. His W is next to useless and his ult, the defining feature of the champion A) is VERY niche, and B) goes against everything AD Carries stand for [positioning, doing constant damage, etc.]
