LOL- I think that was the exact reasoning behind that explanation. It may not be true, but it does make some sense.

Happiest little vampire. The fangs are glow wire glued to white cardboard.  Then on Halloween I park it at an angle facing the street and wired up a simple flasher to flash the headlights.  With or without the fangs kids love that little car.

As a lifelong pro wrestling fan, I am in full support of silly costumes and dressing up while performing feats of choreographed athleticism

Only for government agencies themselves, anyone else can use them. And US government agencies wouldn’t buy these anyway, they’ll hire some company a bunch of senators just happen to have stock in to make something much worse and way, way, way, way more expensive.
