That would all be really annoying as you try to change direction, pass, catch, etc. The women’s suits have already been significantly altered to make them harder to grab. Instead of having straps, they zip up the back, and the material is usually less “grabbable” than typical swimsuit material.

OR people could stop being so scandalized by the glimpse of a woman’s nipple, especially when it’s relevant to the competition. Eliminating underwater cameras can’t eliminate the possibility of a nipple slip anyway — they also happen above water when the player wants to show the referee they are being fouled.
