To be fair, Nemesis isn’t quite as ever present as he might seem, but it definitely does depend on how much time you spend between objectives. If I recall correctly (and I have been looking for some documentation of the logic but haven’t seen it anywhere yet), Nemesis can basically appear due to one of two scenarios:
The original was a lot of fun and introduced some nice mechanics that weren’t used in other games. I think in some areas they had alternate routes based on what you did in that area, notably the gas station. Also puzzles were randomized in each play through so you never knew which of the 3 solutions you’d get.
