My 10 years old Yamaha redlines at 10,500 rpm, bone stock. Tuners regularly disable the stock limiter, and found it to be problem-free up to 12,000 rpm in daily use. You can find good, ready-to-run used engines of its kind for as low as $1,000.

Can confirm. My 10-years old Yamaha redlines at 10,500 (factory ECU limiter) but power-hungry folks who use aftermarket ECUs regularly set the limter to 12,000. So far nobody I know reported any trouble.
