It’s mostly the drivers.  I was in Germany in May and drove quite a bit on parts of the autobahn including parts with no limit.  I was amazed at how well people obeyed the “left only to pass” law.  It was easy.  Go left to pass then get back over.  Sometimes people flew by me but it never felt unsafe.
