I think this is the correct take, both gaining and losing viewers isn’t going to be changed by removing the fights.

Build the rail. Electric, no diesel. Make a real effort, like Germany or Japan. Then raise tolls, taxes, license fees, everything and anything having to do with cars. Build up metro areas in a sensible way. Otherwise, everyone can enjoy sitting in traffic for 3 hours a day for the next 20-30 years of their lives.
