The answer is Buick. Forget the old-people stigma, the Envista starts at $23K, looks amazing, is small, easy to drive, frugal, and pampers you in every luxury way you can dream of. Small enough for the city but can handle a commute with equal aplomb. 

Tom is on the right track, as this is a boring yet obvious answer: If reliable mild luxury is what you are about, get however much used Acura/Lexus you are comfortable with paying. I just went to cars.com and set filters for Lexus, <$30k , and <50k miles and yeah, there’s a lot of variety.

CPO Mazda 3 is the correct answer here. The very DEFINITION of “luxury-ish”. Even the turbo ones have decent fuel economy. The hatchbacks aren’t the EASIEST to park because those C-pillars are enormous, but that’s a small price to pay for such a complete package. Maintenance and repairs should be pretty reasonable
