Yep. If you want electric and have no need for more than 30 miles of driving a day, consider a 1st gen leaf. I think for $10k, you can get a Leaf with a dead battery and have Nissan install a new battery in it.  Or get a Leaf with a working today battery for $5k or so and roll the dice.

Hmmmmm. If this is a dealer selling it and you don’t make a stupid amount of income, there is a federal tax incentive of 30% of the purchase price (up to $4000 max) on used EVs that would apply.
