As others have pointed out Luke almost killed Vader in RotJ and backed away. His hubris that he somehow was the protector of the force is what led him to act the way he did and its the way the Jedi as an organization have acted from the prequels on.

He overheard their communication with the other ship while breaking into the room with the tracker on Snoke’s ship. He knew they were fueling up the transports, told the First Order about it and since the First Order couldn’t see the ships they did a cloaking scan to confirm.
