Some companies that are marginal on a good day and should close. The problem I see at this moment is that there are many normally good profitable companies on the brink due to the COVID-19. The extra cost at this point could push them over the edge.

At this moment, many stores and restaurants have been shuttered. They went out of business due to he CAOVID-19. Many more are on the brink. They won’t have money if they are laid off when their company folds.

I have not seen the plan. My point is that it should not start while so many small companies are on the brink of bankruptcy. 

I think it was more a case of wait till the economy gets better then not doing it.

Many Democrats are as dogmatic as some Republicans. They expouse a certain action without understanding its implication. Too often, politicians simply regurgitate the party line.
