By carpooling I mean they do not drive their own vehicle, which includes couples who commute together, workers who are picked up by co-workers, etc. These people depend, in a sense, on cars, but they sort of depend on other people’s cars.

I don’t think taxi regulations are necessarily good (they seem to be anti-competitive more than anything). But it accounts for some non-negligible differences in operating costs and whatnot, which Uber does not have to pay.
