It’s worth noting that San Francisco has highly restrictive zoning and development regulations. It’s not as though relaxing them would turn the city into Mogadishu.
The overcrowding you’ve described is a function of the relationship between availability of housing to demand. Increasing availability of housing (by building more) should not worsen overcrowding, unless it is by the secondary effect of induced demand.
