I always assumed he was texting someone…just someone he barely knew and texting them about something utterly trivial just so he could look important to the people in the group.

That joke seemed utterly in character. Sometimes with the new writers it seems like the characters make jokes they wouldn't have made in seasons past…but that joke fit the Dean.

I think most of Garak's enemies were the closest things he ever had to friends before his exile. He enjoyed the company of enemies because they kept him on his toes. I think Garak would much rather be home where he was hated than on the station where people actually liked him. He enjoyed being hated.
