That would be acceptable for law enforcement, but bounty hunters are civilians who go out on their own to basically kidnap people to get a reward/payout from the state.

In Massachusetts any vehicle licensed to transport a (dead) body is registered as a “Hearse.” Whether it be a traditional station wagon, minivan, SUV, etc.
It’s worth noting that over-penetration is not necessarily worse with a rifle round... could go either way. Depends greatly on the type of round chosen (FMJ, HP, Frangible, etc).
